- Nigeria Palladium Group • Nigeria • via Jooble • The WISH Dividend Policy and Systems programme supports an African-led, inclusive accelerated Demographic Transition (DT) and advance sexual and reproductive health and rights (SRHR) through Technical Assistance (TA) activities in 7 countries in Sub Saharan Africa.
- WISH Dividend P&S is a component of the wider WISH 2 Dividend, a significant investment from the British Government in Demographic Transition and SRHR to unlock the potential, agency, and freedom of women and girls to achieve gender equality and is central to delivering the UK’s priorities on Empowering Women and Girls set out in the International Development Strategy.
- Through WISH P&S, Palladium will improve national capacity to catalyse an accelerated inclusive demographic transition and an improved enabling policy and health systems environment for SRHR. The Technical Assistance aims to:
- Conduct a root cause analysis of ownership gaps in last-mile FP commodity delivery
- Map institutional roles and accountability frameworks.
- Identify financial and human resource constraints.
- Develop actionable recommendations and a short-term roadmap to strengthen ownership and sustainability.
The consultant will undertake the following tasks:
- Conduct a rapid diagnostic of current last-mile delivery mechanisms in Jigawa State.
- Map stakeholders and analyse their roles, responsibilities, and accountability structures.
- Identify bottlenecks and institutional gaps contributing to poor ownership.
- Facilitate consultations and workshops with key actors to validate findings.
- Develop recommendations and a short-term roadmap for strengthening ownership.
Advanced degree (at least Masters) in Social Sciences, Development Studies, Medicine, Public Health, Supply Chain Management/Logistics or any other related fields.
- Experience: 5–7+ years of experience in health logistics, pharmaceutical supply management, or reproductive health program management, with a specific focus on last-mile operations.
- Demonstrable experience in conducting Root Cause Analysis or other systemic evaluations within the public health sector
- Strong background in institutional strengthening, governance, and accountability frameworks.
