Background

Global Rights, with support from the UK FCDO’s Strengthening Peace and Resilience in Nigeria (SPRiNG) project, is implementing a project titled “Strengthening Community Resilience and SGBV Response Through Inclusive Peacebuilding and Enhanced Access to Justice.” The project aims to strengthen community resilience in Kaduna by empowering local structures to lead inclusive peacebuilding efforts, improve prevention and response of SGBV and expand access to justice for vulnerable and marginalized groups.

The project, which has adopted a multisectoral approach, was carefully designed with local contextual considerations in mind. Through dialogue and advocacy platforms, the project has aimed to create opportunities for critical community stakeholders to aggregate their sectional needs and interests and discuss security issues with sector stakeholders in a safe and structured environment. Leveraging existing state structures and strategic relationships with influential stakeholders, the project has set up Community Dialogue Committees and facilitated women-led town halls to create platforms for local leaders, traditional, religious, and community leaders to lead important conversations on peacebuilding and civic participation. Working with state-based mechanisms, the project has worked to build trust and strengthen the relationship between communities and law enforcement/security agencies. The project also engaged community leaders, women, and youth to institute Early Warning and Response Coordination mechanisms for pre-empting and preventing conflict, and has adopted the Gender Action Learning System (GALS) as a mechanism to create a community-wide understanding and acceptance of the importance of women’s involvement in decision-making and ultimately peacebuilding. Lastly, through the Police Duty Solicitor Scheme (PDSS), the project provided early legal assistance at the point of arrest or detention to reduce unlawful or prolonged detention, strengthen trust between communities and the justice system, and generally improve accountability within security and justice institutions.

The project is in its final implementation quarter, and it is against this backdrop that Global Rights seeks to engage a consultant to conduct an end-of-intervention impact evaluation for the overall SPRiNG project.
